KOPPI: Regional home bases - supporting and piloting the green deal in circular economy

Funded by the European Union
Tampere University
Duration of project4.4.2025–30.6.2027

KOPPI: Regional home bases - supporting and piloting the green deal in circular economy -project aims to support cities and municipalities in circular economy transition. During the project, Pirkanmaa and Uusimaa regions will launch "regional green deal homebases". These hubs will train and support municipalities in circular economy efforts across various sectors through peer learning and piloting solutions.

Both regions will implement two pilots focusing on the construction sector, the largest consumer of natural resources and contributor to emissions and material footprint in Finland. The homebases will also provide support for cities and municipalities in making circular economy commitments under the national circular economy green deal process, led by the Ministry of the Environment, which aims to enhance material reuse to reduce natural resource consumption. Green deal agreements are voluntary commitments between different societal actors aimed at achieving national sustainability targets.

In the project, Tampere University, in collaboration with other project partners, will focus on developing regional circular economy monitoring and impact assessment model for regions, cities and municipalities, and their circular economy pilots. Performance management tools will help cities and municipalities draft their own commitments and join the national circular economy green deal.
