Higher Education Pedagogies for Teacher Education (HEP-TED) is a project running from January 2024 to August 2026, aiming to strengthen the capacity and operational effectiveness of Rwandan higher education institutions. The project responds to Rwanda’s National Strategy for Transformation (2017–2024) by focusing on the development of teacher education in both general and vocational education.
HEP-TED has three main objectives:
- to enhance the management capacities of higher education institutions,
- to improve the quality of teacher education,
- and to strengthen inter-institutional collaboration.
To achieve these goals, the project supports the development of internal quality assurance systems, trains educators in competence-based and inclusive pedagogies, and promotes collaboration between Rwandan and Finnish higher education institutions. Activities include curriculum renewal, pedagogical training, development of digital learning and learning design, and the strengthening of inclusive teaching practices. Joint project management, reciprocal visits, and shared training sessions support mutual learning.
Background
The HEP-TED project addresses the need to develop high-quality teacher education in Rwanda’s higher education sector, supporting the country’s sustainable development and national strategies. Through the project, the management capacities of higher education institutions are strengthened, the quality of teacher education is improved, and collaboration between institutions is enhanced—both within Rwanda and between Rwandan and Finnish higher education institutions.
Goal
The HEP-TED project aims for concrete changes both in the structures of higher education institutions and in the competencies of individual teachers and educators. The project’s objectives are:
- To strengthen higher education management capacities: Developing internal quality assurance systems and leadership practices that support long-term and responsible educational development.
- To improve the quality of teacher education: Training teachers in competence-based, participatory, and inclusive pedagogies.
- To promote inter-institutional collaboration: Establishing sustainable cooperation structures between Rwandan and Finnish higher education institutions through joint training, visits, and project management.
Impact
- Teachers and educators gain new competencies to design and deliver teaching that meets modern learning needs and societal goals.
- Higher education staff enhance their ability to lead and systematically evaluate the quality of education.
- Students benefit from higher-quality, more inclusive, and work-life-oriented teaching.
