Health systems are among the most critical systems in the society. Their preparedness to crises has major importance when societies deal with catastrophic events. In the project we investigate and test the resilience of the Finnish health system. The general research question for the project is “how preparedness to, governance of and learning from different crises cut across the different levels of the health system and how the overall resilience of the Finnish health system can be improved?”. We study first the COVID-19 pandemic of which we can learn lessons concerning other potentially emerging shocks. Then building on the empirical analysis of coronavirus pandemic we move beyond the case of COVID-19 and study other types of crises such as cyberattacks and natural disasters. Our final output is a comprehensive resilience and crises management model for the Finnish health system. The model can be used in preparing for future crises and in evaluating existing or past crises.
