The updated Open Science policy highlights the openness of science and research, addressed from the perspectives of high academic quality, responsibility, and impact. The new policy covers operational culture, research and, as a new entity, the openness of learning. As Open Science will be promoted through a programme of measures to be developed at a later date, the policy will be used as a guiding document.

Tampere University wants to increase the high scientific level of research and education, transparency, impact, efficiency, and economic sustainability. This is done through responsible openness.

The updated policy replaces the Open Science guidelines at Tampere higher education community from 2018. The policy states that the University respects the characteristics and rights of authors in different disciplines and improves the conditions for open science.

The starting point for the update is the rapid progress of open science in recent years. The updated policy considers national and international development work. Tampere University is committed to reform the responsible assessment of research (CoARA), which is one of the new aspects now covered by Open Science.

“We seek the impact of science and at the same time recognise the diversity of research at Tampere University. Therefore, open science is a natural part of all research activities,” says Vice President for Research Tapio Visakorpi, Chair of the Open Science steering group.

The policy defines the principles of an open research culture that promote societal interaction and the well-being of the surrounding society.

Central to the openness of research is to improve the quality of research. The principles of open publishing emphasise the recognition of the diversity of publishing cultures in different disciplines as well as economic sustainability.

The openness of research data and methods is intended to increase the transparency and impact of science. The original author of research data and methods always has the decision-making power concerning their further use.

Tampere University aims to be a pioneer in open education and open educational resources. The aspect is linked to the UN’s Sustainable Development Goals, which guarantee open education and lifelong learning opportunities for all. As with publications and research data, the openness of learning materials is always decided by the author of the material.

With the policy, Tampere University commits to monitoring and supporting the progress and impact of open science. In the context of monitoring, the University develops open and responsible assessment methods.

The Open Science Steering Group is also responsible for updating the policies guiding the development of open science and the open science action plan. The policy was prepared for the Steering Group by the working group on Open Science, led by Chief Specialist Susanna Nykyri.

Next, the working group will begin drafting an action plan to implement the principles defined by the policy at the University community and raise awareness of open science.
