Towards transformative urban and regional futures

There is an increasing global demand for experts who can understand and manage transformative change in cities and regions. Climate change, sustainability transitions, socio-spatial inequality, digitalisation, economic restructuring, and demographic pressures are not incremental challenges but systemic ones, reshaping how cities and regions function and are governed. Public authorities, international organisations, businesses, and civil society actors therefore require professionals capable of navigating complexity, contestation, and uncertainty—and of actively shaping new governance pathways.

The Master’s Programme in Transformative Urban and Regional Governance equips you to become an expert who understands and shapes societal and economic transformation as a political, institutional, and place-based process. Addressing deep-seated and interlinked challenges requires professionals who are able to combine state-of-the-art scientific knowledge with strategic and reflexive governance practice. 

Drawing on administrative, regional, and security studies, you will develop the ability to analyse power relations, mobilise collective action, and design governance arrangements that enable experimentation, learning, and long-term transformation across urban and regional contexts. You will graduate with a master’s degree in administrative sciences and the skills to analyse, lead, and manage transformative change in cities and regions.

A pathway to transformative urban and regional governance

If you have a background in the social sciences and aspire to become expert in public governance, local and regional development, and socio-economic transformation the Transformative Urban and Regional Development is the master’s programme for you. You will gain the knowledge and skills needed to govern complex urban and regional systems in times of structural change—across local, regional, national, and international scales. 

The programme prepares you to address challenges such as sustainability transitions, social inequality, economic restructuring, and democratic renewal. Emphasis is placed on understanding governance in multi-actor and multi-level settings, where public, private, and civic actors jointly shape transformative outcomes.

With a strong focus on governance capacity, institutional change, and leadership, you will acquire analytical tools to understand power relations, policy dynamics, and collective action in cities and regions. The programme emphasises how long-term transformation can be enabled through experimentation, learning, strategic coordination, and place-based governance solutions. After graduating you are equipped to contribute meaningfully to transformation processes across all levels of governance.

Interactive learning and policy-relevant analytical skills

In the master’s programme you will learn through interactive, research-led teaching and receive close academic guidance. You will develop advanced analytical and communication skills by writing essays, giving presentations, and producing policy analyses, evaluation reports, and briefing papers for decision-makers in urban and regional governance.

With the support of the programme faculty, you will complete a master’s thesis on a meaningful and relevant research topic related to urban or regional transformation. Your thesis will typically focus on real-world challenges and contribute to ongoing discussions about cities, regions, and societal change.
