In the MOVEDigi Pirkanmaa project, information is produced about the service needs of customers and the effectiveness of services. The project develops and documents a model for individual work, group activities, and community support to meet vulnerable customers in a networked and digitally enhanced way. The operational models are piloted in the Kangasala area, but the project's goal is to create material for utilizing the models elsewhere in the Pirkanmaa region as well. The project coordinates a multi-actor networked development process through workshops and digital platform work. The aim is to create a suitable working method and electronic tools for networked development to support regional development.
The project is implemented as a joint project of Tampere University of Applied Sciences, Viadia Pirkanmaa ry, and the Finnish Theological Institute. Individual work and group activities are piloted and developed throughout the project at the customer interface, making the development customer-oriented and responsive to the changing needs of customers in service delivery. The project also develops community activities that complement individual and group activities in supporting customers.
Background
The need for the project has been investigated by discussing with partners, and the project has been found necessary and beneficial. In preparing the project, intensive negotiations have been held regarding the need for the project and the content of the measures with Viadia Pirkanmaa ry and the Finnish Theological Institute. The needs have been discussed with the city of Kangasala and the congregations operating in Kangasala, especially with those involved in diaconal work. The need for food aid has increased, as has the need to address and support people's distress. Food aid provides an opportunity for encounters and discussions, as well as the potential to guide people to services. In Kangasala, the distribution of surplus food is managed by ViaDia Pirkanmaa ry.
The need for the project has also been communicated extensively with Pirha's actors. The project has been found to fit well with the goals of the Pirkanmaa welfare area now in the development phase of the organization. Especially the service needs of young people emerged in discussions with the city of Kangasala and the diaconal work of the Kangasala Evangelical Lutheran Church. Cooperation would be natural, for example, with outreach youth work and youth diaconal work. In the preparatory phase discussions, it was noted that discussions related to service processes and customer guidance should continue if the project receives funding. In discussions with the city of Kangasala, it also emerged that the digital skills of elderly unemployed job seekers need to be strengthened to enable transaction processes.
The Kotipesä project has already reached the vulnerable target group of long-term unemployed well, but the need for a more networked approach, remote and digital services, and a broader target group has emerged.
Goal
The aim of the project is to develop new networks and operational models that support people's well-being and health. The project seeks solutions to service challenges particularly for people living far from municipal centers, who are socially and societally marginalized or at risk of marginalization. The project develops new low-threshold services that are well-suited for various customer groups. The project develops and models individual, group, and community activities that strengthen participation and life management skills, which can be implemented as both local and remote services.
The operational models developed in this project clarify and deepen the service processes of customers reached in the Kotipesä project. Based on the needs and functional capacity of customers, the needs of different service users are profiled, and the operational model is developed to meet customer needs. The project develops indicators to measure the perceived well-being of customers at the beginning and end of the service process. The aim is to verify the increase in well-being in service processes through these indicators.
The project's goal is to create a development platform suitable for networked and digital work and a new operational method for coordinating networked development, information production, and training. The project also aims to promote the use of evidence-based working methods and the measurement of the effectiveness of operational models.
Impact
The project complements public social and health services so that customers can receive timely individual support, meaningful group activities, and opportunities to participate in a strengthening community. The combined effect of these measures enhances customers' well-being and experiences of inclusion. This change is measured in the project, and a model for impact assessment is developed, which can be utilized even after the project in third sector activities.
The project develops networked activities to achieve timely and synergistic service chains. Networked activities are modeled in the Kangasala area. The development of networked activities seeks various combined effects and new cooperation between different actors to improve customers' well-being and inclusion, as well as to develop efficient service delivery. Digital solutions are also utilized in service development.
