The "ecosystem" of employment is reshaping due to reforms in the organisation and financing of social, health and employment services. The employment services have been returned to municipalities which are also responsible for secondary education. The welfare areas, on the other hand, are responsible for the social and health services of those who have difficulties in finding employment. In addition, third sector organizations have provided services to these people. After the reforms, information is needed on cooperation between different actors in providing services to those who are difficult to employ.
Unemployment is partly due to health reasons and, on the other hand, unemployment increases illness. However, there is currently no register-based information on the health of the unemployed working-age population. Also, the links between education and the health of the unemployed are not yet known.
Objectives of the project:
1. To study cooperation between employment, education and social and health services in strengthening skills and work capacity of working-age people after the TE2024 and welfare area reforms
2. To study the health of the unemployed and its connection to education with the latest population register settings
3. To promote cooperation between actors based on research and to improve the attachment of hard-to-employ people to work
Indirect objective: To help to prevent the erosion of human capital and working capacity of the workforce and to promote labour market matching.
The project implements a survey and workshops for those who produce services to hard-to-employ people. The register survey is carried out with Statistics Finland's FOLK and Kela register data.
