Over the past two decades, the European Union has responded to a series of evolving security challenges, including terrorism and migration pressures. In her doctoral dissertation, Master of Administrative Sciences Anette Paavilainen explores how these responses have contributed to the evolution of EU security governance. The dissertation shows that the EU has developed as a strategic security actor through gradual policy adaptation rather than through a single overarching strategy. It also shows that counter-terrorism and migration policies have become increasingly interconnected at the heart of EU security governance. Together, these findings provide new insights into how the European Union adapts to evolving security challenges
The doctoral dissertation of Master of Administrative Sciences, Anette Paavilainen, in the field of Administrative Sciences, titled The EU’s Policy Responses to Terrorism and Migration in 2000–2020 – Development, Relationship and Adaptiveness, will be publicly examined at the Faculty of Management and Business of Tampere University on 21 August 2026.
