Learning outcomes

After completing the course the student will
- understand new mechanisms of educational governance
- master the concepts that are central to and help to understand new education policy
- develop capacity for research in education policy and comparative education

Contents

The purpose of the course is to examine the mechanisms of governance in education in the contemporary international society. We will focus on the change from the so-called traditional administration of education that relied on direct and top-down management confined to the national context, to decentralized, horizontal, increasingly transnational and networked forms. The students will learn about the diversity of actors, including intergovernmental and non-governmental organisations, and governance mechanisms that are implicated in the contemporary governance practices. The latter include accountability and evaluation, comparison, mediatization, public-private partnerships, contractualism, and others. The students will be expected to think critically about how new forms of governance intertwine with old forms, how they re-shape the relationships between those who govern and those who are governed, and about the resistances and power struggles that occur in this context.
