Luennoilla tutustutaan analyyttisen politiikan teorian tieteenfilosofisiin ja metodologisiin perusteisiin. Tieteellisen toiminnan tavoitteiden kautta esitetään yleiskatsaus ei-kokeellisen kausaalipäättelyn tutkimusasetelmiin ja -tekniikkoihin. Kurssilla perehdytään myös päätös- ja peliteorian peruskäsitteisiin sekä arvioidaan perusteiden kestävyyttä ns. behavioraalisen taloustieteen klassisten tulosten valossa. Luennoilla käsitellään myös sosiaalisen valinnan teoriaa luonnetta aksiomaattisena teoriana sekä sovelluksia politiikan tutkimukseen. Kurssin avainkäsitteitä ovat syy ja vaikutus, tavoitteellinen toiminta, valta, ratkaisukäsitteet ja normiristiriidat.
Luento-opetus (16t) + kirjallinen työ
Kurssilla tarkastellaan poliittisen osallistumisen murrosta Suomessa ja Länsi-Euroopassa vaaliosallistumisen, politiikan henkilöitymisen ja poliittisen kiinnittymisen näkökulmista. Lisäksi pohditaan sosiaalisen pääoman vaikutusta poliittisen osallistumisen aktiivisuuteen, kansalaisten poliittisen tietämyksen tasoa ja sen implikaatioita, sekä median ja poliittisen osallistumisen suhdetta. Kurssilla luennoi omista erikoisaloistaan seitsemän tutkijaa Åbo Akademista, Helsingin yliopistosta ja Tampereen yliopistosta.

This course is an introduction to the Finnish Political System and Finnish Political History. The main focus of the course is on the development of the Finnish Political System from 1809 until the 21st century. This course provides an overview of the Constitution, political decision making, political participation and tripartite agreements. After the course, students are expected to understand the key features of Finnish political history, the political system and society, as well as able to perceive the political position and national identity of Finland in a wider context: Scandinavia, Russia and the EU.

Ensimmäisen periodin johdantokurssi on ainoastaan tutkinto-ohjelman omille opiskelijoille; toisen periodin kurssi avoin myös muille opiskelijoille.
Kurssi pidetään Ulkopoliittisen instituutin tiloissa Helsingissä. Kurssin tavoitteena on antaa opiskelijoille ajantasainen ja monipuolinen kuva Venäjän taloudesta, yhteiskunnasta ja politiikasta sekä EU:n ja Suomen Venäjä-suhteista. Luentojen ja mahdollisen syventävän esseen lisäksi kurssin suorittamiseen liittyy vierailut tasavallan presidentin kansliassa sekä Aleksanteri-instituutissa.
Opiskelijat valitaan ennakkoilmoittautumisten perusteella. Ilmoittautuminen tapahtuu lähettämällä lyhyt motivaatiokirje asianomaisen yliopiston kurssin vastuuhenkilölle. Deadline hakemuksille on torstai 19.9. klo 16.15 mennessä ja valinnoista ilmoitetaan viimeistään 1.10.
Kurssilla tutustutaan turvallisuustutkimuksen taustoihin ja perinteisiin. Tässä yhteydessä kurssilla tarkastellaan turvallisuutta kiisteltynä käsitteenä, realismin ja liberalismin perinteiden turvallisuuskäsityksiä, strategian tutkimusta sekä rauhantutkimuksen perinnettä. Kurssilla perehdytään myös turvallisuuskäsityksen laajenemiseen ja syvenemiseen 1980-luvulta lähtien tutustumalla seuraaviin kansainvälisen turvallisuustutkimuksen lähestymistapoihin ja näkökulmiin: konstruktivismi ja Kööpenhaminan koulukunta, rauhantutkimuksen suhde turvallisuustutkimukseen, kriittinen turvallisuustutkimus, inhimillinen turvallisuus teoriassa ja käytännössä, feministiset näkökulmat kansainväliseen turvallisuuteen. Turvallisuustutkimuksen lähestymistapoihin tutustutaan myös käytännön turvallisuusongelmien sekä turvallisuuspolitiikan esimerkkien kautta. Näitä ovat esimerkiksi: epävarmuus kansainvälisissä suhteissa, turvallisuusdilemmat, terrorismi ja vastaterrorismi, kansanmurhat ja etniset konfliktit, ydinasevarustelu ja pakotteet strategiana, kyberturvallisuus, energiaturvallisuus ja luonnonvarat. Jokaisella luennolla käsitellään yhtä turvallisuustutkimuksen teoriaa, lähestymistapaa tai perinnettä käytännön ongelmien tai esimerkkien valossa. Opiskelijat valmistautuvat luentoja seuraaviin keskusteluihin perehtymällä etukäteen luennon teemaa käsittelevään artikkeliin tai muuhun materiaaliin. Artikkelit ja kurssimateriaali kootaan kurssin moodle-alustalle. Jokainen opiskelija osallistuu yhden ryhmätyönä laadittavan alustuksen tekemiseen, joka perustuu luennolla käsiteltävään artikkeliin tai muuhun materiaaliin.
Kurssille tulee ilmoittautua etukäteen ja sinne otetaan enintään 21 opiskelijaa. Etusijalla ovat kansainvälisen politiikan sekä politiikan tutkimuksen tutkinto-ohjelman opiskelijat. Kurssille pääsevät valitaan ilmoittautumisjärjestyksessä ja jos paikkoja jää, pääsevät kurssille myös muiden pääaineiden ja tutkinto-ohjelmien opiskelijat.
HUOM! Kurssille osallistumiseksi opiskelijoilta edellytetään aikaisempina opintoina jaksoa POLPOP01 Kansainvälisen politiikan johdantokurssi.
Kurssi jakautuu kolmeen osaan. Ensimmäisessä osassa tarkastellaan luentojen ja ryhmätöiden kautta ihmisoikeuksiin liittyvää problematiikkaa erityisesti millaisen paikan ihmisoikeudet saavat kansainvälisten suhteiden eri teoreettisissa lähestymistavoissa. Ihmisoikeuksia ei voi eikä pidä ymmärtää ainoastaan abstraktina poliittisena ideana. Ihmisoikeuksien erilaiset käytännöt ja niiden loukkaukset ilmentävät sitä, miten niitä voidaan kulloinkin toteuttaa. Kurssin toisessa osassa opiskelijat tutustuvat ihmisoikeustyön kannalta keskeisiin toimijoihin Suomessa ja soveltavat ensimmäisessä osassa oppimaansa. 1) Miten eri toimijat ovat omassa toiminnassaan, omissa käytännöissään toteuttaneet ihmisoikeuksia; 2) Miten eri toimijat toimivat edistääkseen ihmisoikeustilanteen parantumista ja miten siihen voi myötävaikuttaa. Opiskelijat käyvät tutustumassa näihin myöhemmin sovittaviin toimijoihin (informaatio kurssin alussa) ja laativat raportin, jota mahdollisesti voitaisiin myös hyödyntää myöhemmin. Kurssin kolmannessa osassa, seminaarissa, raportit esitellään ja niistä keskustellaan ja vedetään johtopäätökset.

The course discusses India's position and foreign and security policy in the changing international order from India's independence to the present. The focus in the course is in India's rise into one of the actors which will shape the future international order and the challenges the rise of India will present for the international community.
Recent evidence points in the direction of EU becoming increasingly politicized and salient in domestic politics, with Europe as an issue also affecting the performance of parties in national and European parliamentary elections. Europe may thus not be in the minds of the citizens most of the time, but public opinion constrains elites and parties more than before. The objective of the course is to analyse why and how citizens and political parties oppose European integration. The course consists of lectures, seminars and an essay. In the seminars the students are expected to produce an essay and an oral presentation on a topic related to Euroscepticism.

Course overview: This course is an introduction to the structure and functioning of American political institutions, with special emphasis on the theory and practice of American democracy, the political meanings of the U. S. Constitution, the structure and organization of Congress, the executive and judicial branches, the evolution of civil rights policy, campaigns and elections, and the political influence of interest groups. Over the past two centuries, the government of the United States has grown enormously in size, scope and power. Nevertheless, many features of the modern American regime would still be recognizable to its founders. The most important of these are federalism and civil liberties. However, the principle of majority rule through elections has remained an essential anchor of American democracy. When the people vote, they are participating in the determination of who rules, but they are also giving their consent to be governed. Elections are as important today as ever, but are they important for the same reasons? Elections are important, but to whom, and for what? These are some of the salient issues we would be addressing in this course. Students are also acquainted with the substantive areas of economic, social, foreign, and defense policies.
Instructional outcomes/learning objectives: A student who successfully completes this class, should be able to: acquire an integrated understanding of the nature and responsibilities of the American government as an institution; understand the role of congress and bureaucrats as lawmakers and administrators, respectively; understand the role of the Supreme Court in adjudicating and reinforcing the fundamental rights and liberties as granted in the constitution; understand the role of individuals, interest groups, and other publics as participants in the democratic process; develop an analytical frame of mind and a critical assessment of current/contemporary political issues; and acquire adequate foundation to take other higher-level courses in American government and politics.

Aims: 1) To describe, analyse, compare and contrast the nature of politics and policy-making in the five Nordic states of Denmark, Finland, Iceland, Norway and Sweden 2) To adopt a thematic approach to understanding politics in the region Objectives/outcomes: 1) At the end of the course students should be able critically to review the main features of the political systems of the Nordic countries and to place Finnish practice in a wider comparative perspective. The course will start with an introduction to contemporary Scandinavian politics. It will proceed from the 'gold standard' of a set of strong, consensus-based democracies with comprehensive welfare systems. 'Paradise', so to speak, involved dominant social democrat-driven states, providing 'womb-to-tomb' protection underpinned by organised political societies displaying high levels of associationalism (social capital). Following the 'set-up' the question of 'paradise lost' will be considered by reference three macro-change processes and their ramifications. 1) Social structural change and changing patterns of political participation: from class-based to issue-based mobilisation; issue-based voting and inter-party competition; distinguishing interest in, and involvement in politics. 'Spectator Democracy' (Goul Andersen). 2) Party system change: from social democracy to 'disintegrating democracy' in Norway (Østerud), 'party-based democracy on trial' in Finland (Karvonen and Paloheimo). 3) Macro-economic change: the impact of globalisation and Europeanisation; the crisis in the euro-zone (albeit Finland is the only member); the rise of nationalist/chauvinist sentiment, reflected and reinforced in extreme/populist radical right parties, inter alia, the parliamentary breakthrough in 2010 of the [formerly neo-Nazi] Sweden Democrats. Evidence of anti-immigrant, anti-Islam sentiment. Anders Breivik; the Nokia 'bubble' bursts. Are the Nordic states making international news for all the wrong reasons? Following a critical examination of Scandinavian politics today, the course will revert in time to the completion of mass democracy and the introduction of proportional electoral systems. It will essay a longitudinal, socio-historical perspective with the focus on party-building and parties as a link between state and society. Lipset and Rokkans's four formative revolutions and an application of the Lipset and Rokkan model to the Nordic context. Sweden as the prototype of the five-party 'Scandinavian party system model' (Berglund and Lindström) and deviations from the Swedish protype. What about the parenthetical 's'? The first part of the course will conclude by examining the relative strengths of the historic party types. It will describe and analyse the electoral supremacy of social democracy in Denmark, Norway and most notably Sweden; the strength and resilience of agrarianism in Finland; the strength of the radical left in Norden; the merger of liberalism and conservatism in Iceland; the historic party system(s) from a voter perspective.

Course overview: This course is an intermediate/advanced graduate-level instruction on the American Congress as the major law-making and representative arm of the American state. It offers a broad discussion on the structure and organization of Congress, its constitutional powers, the electoral system, its role in agenda-setting and policy making, and its representative function on behalf of respective constituents and interest groups. Furthermore, the course weighs rather heavily on the style, nuances and pragmatism of Congressional politics and its historical and future implications for American representative democracy.

II maailmansodan jälkeisenä aikana politiikan ja oikeuden suhteessa on tapahtunut merkittävä muutos. Muutos liittyy perus- ja ihmisoikeuksien kasvaneeseen merkitykseen kaikessa julkisessa käytössä. Muutos ilmaistaan toteamalla, että kaikessa julkisessa vallankäytössä on huomioitava ihmis- ja perusoikeudet. Vallankäyttö, jossa näin ei menetellä ei ole enää legitiimiä. Vallankäyttö on ihmis- ja perusoikeuksien rajaamaa. Vallankäyttö on oikeudellistunut. Tämä pätee kansallisvaltioissa, EU:ssa ja yksilöiden välisissä suhteissa. Politiikan ja oikeuden suhdetta tarkastellaan luentokurssilla muutoksen näkökulmasta. Luentokurssilla hahmotetaan, miten politiikan ja oikeuden suhde on ymmärretty modernissa valtiossa ja miten tuon suhteen muutos nykyiseen muotoonsa on toteutettu omassa ajassamme. Lisäksi tarkastellaan, millaisina kysymyksinä politiikan ja oikeuden muuttunut suhde ilmenee politiikan tutkimuksessa.

Kurssilla luetaan Pitkinin The Concept of Representation, joka on edustustutkimuksen kiistämätön klassikko, ja jonka lukeminen on tarpeen myöhemmän edustuskeskustelun ymmärtämiseksi. Edustuksen problematiikka liittyy monin eri tavoin politiikkaan, demokratiaan ja valtaan, ja perehtyminen edustuksen käsitteeseen antaakin työkaluja erilaisten nykymaailman ilmiöiden ymmärtämiseen. Tässä mielessä kurssilla ollaan politiikan tutkimuksen peruskysymysten äärellä. Kurssin osallistujat lukevat kullekin kokoontumiskerralle ennalta sovitun pätkän ja jokaiselle kerralle sovitaan alustaja. Lisäksi kurssin suorittaakseen opiskelija kirjoittaa kirjaan pohjautuvan esseen.
Luennolla tarkastellaan eliittitutkimuksen näkökulmasta Suomen poliittisessa järjestelmässä 1990-luvun alun jälkeen tapahtuneita valtarakenteiden muutoksia, joihin ovat vaikuttaneet sekä valtiosääntöä koskeneet muutokset että yhteiskunnallisessa toimintaympäristössä tapahtuneet suuret muutokset, kuten 1990-luvun suuri lama, EU-jäsenyys, euroalueeseen liittyminen, kansainvälinen velkakriisi ja euroalueen velkakriisi. Luennon suoritettuaan opiskelija kykenee jäsentämään politiikan, hallinnon, elinkeinoelämän, kolmannen sektorin ja median vuorovaikutus- ja valtasuhteissa tapahtuneita muutoksia.

Objectives/outcomes: 1) At the end of the course students should be able critically to review the main features of the political systems of the Nordic countries and to place Finnish practice in a wider comparative perspective. This teaching period the focus will be on the incidence of high-volatility elections since 1970; the advent and significance of new parliamentary parties (many short-lived); types of new parties on the basis of the process of their origination (Arter 2012); entrepreneurial parties; 'rooted new parties' backed by a 'promoter organisation' (Bolleyer and Bytzek 2013); 'persistent new parties'. The travails of the 'old' 'pole parties' (Rokkan/Sundberg): for example, the Swedish Centre (formerly Agrarian Party) is in danger of not making the 4 per cent national qualifying threshold in 2014 whilst three years earlier its Finnish counterpart plummeted to an historic nadir. In similar fashion, the Social Democrats reached new depths in Sweden (2010) and Finland (2011) and the Danish party has not been the largest party since the turn of the new millennium. The rise of protest parties on the radical right. Turning from parties to the electoral rules and the procedures, the lectures will cover candidate selection (recruitment) procedures (centralised/decentralised); preferential voting systems (Finland, Sweden, Denmark); closed-list PR (Norway); electoral systems as incentive structures; intra-party candidate competition and personal-vote-seeking; candidate types; parties' electoral strategies (pre-electoral alliances, joint lists etc); election campaigns, the main issues; changing campaign styles (canvassing etc); the digitalisation of election campaigns; voters and the Internet (Karlsen 2010); voting machines (Finland); candidate use of websites, blogs, Facebook etc. The 'electoral connection': who do MPS represent, how do they represent them and what do voters expect their representatives to do?

Form:
Lectures, 16 hours (in four batches), analysis of videos, pictures and texts from conflicts with the help of closed discussion blogs related to these analyses. Each student will participate in a student working group of 4-6 people which each produce a presentation either on the central arguments of one of the books mentioned in the bibliography or an analysis of case of conflict resolution using the theoretical inputs from the course.
Objective:
The objective of the course is to introduce the student to a selection of theories of conflicts and their prevention by means of conflict management, dispute resolution and conflict transformation. Conflict theories will be presented as diagnoses that aim at revealing junctures on the path to conflict that can be influenced by blocking or redirecting the path to violence.
Pre-requirements:
The series of lectures requires an interest in peace research. Some of the basic concepts of peace and conflict studies will be discussed in the class in a way that would be more meaningful if students were familiar with the basics of Peace Studies. Discussions will also rely on some of the basic concepts of political science and world politics/international relations theory. The course would optimally be placed at the end of B.A. studies in political science/international relations or peace research or sociology/social anthropology.
Description of the lecture:
A. The lecture will start with a presentation of the concepts of conflict and peace in theories by classical security studies scholars, Johan Galtung, Louis Kriesberger, Chris Mitchell, quantitative peace research (COW, PRIO and Uppsala datasets) and discusses the conceptual “gerrymandering” in political thinking of peace and the political implications of different constructions of peace and war to the efforts to prevent political violence.
B. From there the course proceeds to the presentation of two kinds of ideas on the sources of conflict: ideas that produce generalizations on correlative regularities between conditions and violence, on the one hand, and ideas that look at more specific paths to conflict violence by studying the specific, socially created meanings of elements of conflict. The former ideas will be presented by introducing the ideas on
- Conflict opportunities by Charles Tilly’s resource mobilization theory, James Fearon’s theory of rational explanations to conflicts and the traditional security studies theories of the resource/opportunity-based sources of conflict.
- Non-violent opportunities for change and protest by the theorists of the relationship between democracy and peace (this discussion will be discussed in conjunction with the less correlative research on peaceful change by Patomäki and Miall).
- Conflict motives by
a. Theorists of greed-motivated conflicts (theorists of relative deprivation, such as Gurr, Runciman, and Davies)
b. Theorists of economic threshold of violence (Collier, Hoeffler)
c. Theorists of conflict incentives (Collier, Hoeffler, Fearon) and resource curse (Sachs, Kaldor).
The theories of sources of conflict that are more idiografic, and based on more interpretative methods of understanding the sources of conflict will be presented in a discussion that will be based on pictures of ethnic warfare in West Kalimantan, Indonesia and a video about a negotiation process on Mindanao between the leadership and regional leaders of the Moro National Liberation Front, as well as propaganda material of the MNLF and some other rebel groups. With this picture material it will be possible to analyze the ways in which ethnic clothing argues and articulates interpretations of the collective nature of the violent actions, the structures of actors in the conflict, how traditional amulets tackle with fear and how traditional headbands give responsibility for killing to an entire group (and relieve the individual from the blame). In short, the intention after the presentation of the generalizable, observable correlative regularities between material conditions and war is to show the sources of conflict that are specific to the context of the conflict and the local interpretations of the elements and dynamics of it. The intention is also to show how violence is not necessarily action in its traditionally understood form where its focus is in its consequences, but that instead, how sometimes violent action is an argument or a demonstration of a reality that the conflicting party favors of the social structure that frames interaction between the conflicting parties.
C. After the presentation of the sources of conflict, the lecture moves to the theories of conflict prevention, including theories of containment of conflict behavior (conflict management, military defence or deterrence of violence, etc.), dispute resolution that goes beyond the level of conflict behavior to the disputes that motivate conflict, and conflict transformation that looks at the level of conflict structures that gives rise to conflicts. In this section theories of conflict conducive conditions (correlative regularity-focused theories) and more interpretative theories will be looked at. Building on the earlier analysis of the pictures and videos and explanations of the symbolic meanings of different visual demonstrative elements in the conflict in West Kalimantan there will be a presentation on the ways in which the conflict narratives and socially constructed realities on the causal path to the conflict of West Kalimantan could be changed by offering alternative ways to argue for constructions of the actors and their relationships in the conflict area, by making some interpretations less credible, by denaturalizing some conflict constructions and by tackling some of the material conditions that created the need to demonstrate specific conflict constructs violently.
D. After the presentation of these ways of analyzing conflict prevention and peace facilitation, the course will focus on a number of cases of conflict prevention and peace facilitation. In addition to the cases that the lecturer is familiar with, group work will be used for the presentation of cases that will be analyzed with the theoretical tools presented in the previous sections of the series of lectures.
The course will consist of a standard lectures with discussions in the entire class and combine them with group work assignments and discussions in groups of 4-6 students. Groups will use self-evaluation where each student will inform the teacher her/his assessment of the percentage of innovative contributions to the work of the group of each of the student. This tends to help groups with the problem of free-riding.
Plenum and group discussions will utilize the lecturer’s and openly available archives of pictures and videos of meetings with conflicting parties and documentary texts from peace processes in order to make the teaching on the meanings of acts of violence, construction of conflicting parties and myths that are being used to get around fear and norms of normal societies in conflict situations.
Moodle will be used to facilitate the continuation of group discussions after the lecture in a chat forum. Participation to this chat could be made compulsory and it would be possible to set a minimum quantitative limit to the participation in the development of arguments in the chat forum.

Kurssin tarkoituksena on antaa opiskelijalle monipuolinen ja realistinen kuva EU-päätöksenteosta sekä Suomen hallituksen käytössä olevista keinoista vaikuttaa Brysselissä tehtävien päätösten, eritoten uuden EU-lainsäädännön eli direktiivien ja asetusten, sisältöön. Suomen lähes 20-vuotisen EU-jäsenyyden aikana unioni on muuttunut ratkaisevalla tavalla. Taustalla ovat mm. jäsenmaiden määrän merkittävä kasvu sekä Euroopan parlamentin ja Eurooppa-neuvoston aseman vahvistuminen. Nykyisin EU-lainsäädäntö syntyy aloitteet valmistelevan komission sekä unionin lainsäätäjinä toimivien Euroopan parlamentin ja neuvoston yhteistyönä, mutta myös institutionaalisen kolmion ulkopuoliset toimijat voivat vaikuttaa päätösten sisältöön eri epävirallisia kanavia hyödyntäen. Kurssilla kiinnitetään erityistä huomiota viimeaikaisiin trendeihin, joita ovat mm. tosiasiallisen päätöksenteon aikaistuminen ja siirtyminen virallisilta foorumeilta epävirallisiin rakenteisiin, kuten toimielinten välisiin ei-julkisiin trilogineuvotteluihin. Opiskelija pääsee pohtimaan, miten edellä mainitut kehityskulut vaikuttavat Suomen kaltaisen pienen jäsenvaltioin mahdollisuuksiin saada äänensä kuuluville EU:ssa. Kurssin jälkipuoliskolla käydään läpi EU-asioiden kansallista valmistelua Suomessa käyttäen vertailukohtana muutamien muiden jäsenmaiden omaksumia järjestelmiä. Vaikka eurooppalainen integraatiokehitys pakottaa kunkin jäsenvaltion luomaan hallinnolliset rakenteet kansallisten neuvottelukantojen valmistelulle, käytännössä EU-maat ovat omaksuneet hyvin erilaisia rakenteita ja käytäntöjä. Suomen hajautetun järjestelmän keskiössä ovat sektoriministeriöt, joiden välinen yhteensovittaminen tapahtuu virkamiestasolla politiikkasektoreittain jaetuissa jaostoissa ja poliittisella tasolla EU-ministerivaliokunnassa. Viime kädessä Suomen kannan määrittelee eduskunta, jolle valtioneuvosto on perustuslain nojalla velvollinen tiedottamaan unionin toimielimissä käsittelyssä olevista hankkeista. Kurssilla opiskelija joutuu pohtimaan, miksi Suomen kansallinen EU-valmistelujärjestelmä on pysynyt lähes samanlaisena koko jäsenyyden ajan, vaikka päätöksenteko Brysselissä on muuttunut ja aikaistunut niin merkittävästi. Mahdollisia kansallisen järjestelmän muutostarpeita kartoitetaan ja arvioidaan yhdessä.

Luentosarjan tavoitteena on perehdyttää opiskelija siihen mitä terrorismi on, mitä erilaisia muotoja terrorismi on historian aikana saanut, sekä miten terrorismi toimintakeinona on osana laajempaa poliittista kontekstia. Kurssin aikana käsitellään terroristien, terrorismin ja terroristiorganisaatioiden historiaa, sekä erilaisia yhteiskunnallisia tapoja reagoida terroritekoihin. Konkreettisena esimerkkinä käytetään muutamia tunnetuimpia terroristiorganisaatioita, kuten ETA, Al-Qaida, Loistava Polku, jne. Terrorismin vastaiseen toimintaan liittyen luennolla käsitellään erityisesti Euroopan unionin reaktiivista suhtautumista terrorismiin, sen lainsäädäntöä ja toimintatapoja terrorismin suhteen, mutta myös jäsenmaiden omaa toimintaa käsitellään kurssin aikana, eikä muitakaan kansainvälisesti merkittäviä toimijoita, kuten Yhdysvaltoja tai YK:ta ole unohdettu. Lisäksi tarkastellaan mm. median ja terrorismin välistä ongelmallista suhdetta, kansalaistason asenteita ja toimintaa aina äänestyskäyttäytymisestä kansalaisliikkeisiin asti, poliitikkojen reaktioita ja muita keskeisiä kokonaisuuden osia, jotka vaikuttavat siihen, mitä terrorismi tänä päivänä on. Tavoitteena on saada opiskelija ymmärtämään laajemmin terrorismin dynamiikkaa, mikä muuttaa politiikkaa ja sen eri muotoja, sekä miten politiikka vuorostaan vaikuttaa terrorismiin. Koska aihe on leikkaa eri tieteenaloja, kurssilla käydään jonkin verran lävitse aineistoja, tilastoja ja teorioita jotka liittyvät perinteisen politiikan tutkimuksen lisäksi mm. sosiologiaan, psykologiaan, tiedotusoppiin ja oikeustieteeseen. Siksi kurssi sopii hyvin myös sivuaineopiskelijoille.

Objectives/outcomes: 1) At the end of the course students should be able critically to review the main features of the political systems of the Nordic countries and to place Finnish practice in a wider comparative perspective. The broad focus in this final teaching period will be on legislative-executive relations and i) whether there is a distinctive Nordic parliamentarism, and ii) whether there is a Nordic model of government and iii) whether there has been a 'presidentialisation' of the executive. Topics covered will include 'How democratic are the Nordic parliaments?' The corollary of this question will be determining the evaluative criteria and reflecting on the influence of the premises of participatory democracy and deliberative democracy in the region. Referenda and citizens' initiatives. A discussion of semi-presidential government will take due note of the new constitution in Iceland and changes to the presidential office in Finland. the size, structure and partisan composition of governments; the frequency of minority governments (Denmark, Sweden and earlier Norway); 'surplus majority' governments (Finland); the shift towards 'bloc coalitions and potential alternation in government (Norway and Sweden); the persistence of across-the-blocs, 'anything goes' governments in Finland; The government at work (including informal sessions); the demise of semi-president government in Finland; what sort of president do Finns want? Towards a 'presidential' prime minister in the Scandinavian countries?

Students present an abstract and the first notions for their essays and get advice and constructive comments from the lecturer and fellow students to improve their ideas and complete their work. A closing discussion and feedback on the course will be given.
The course introduces students to the phenomenon of political leadership from a variety of perspectives. Students are encouraged to analyse political leadership as a process taking place in a particular historical and societal context and being always defined by the political system in which it appears. After completing the course, students will have tools to both understand and scrutinise the process phases including pursuing, achieving, using and losing political power. In addition to lectures, students share their ideas and experiences with their fellow students in workshops. To provide a wide scale of examples and viewpoints for the discussions, the course warmly welcomes students from different cultural and academic backgrounds including (but not limited to) political science, history, gender studies, journalism and media studies.

Kurssilla perehdytään kvantitatiivisten menetelmien soveltamiseen politiikan tutkimuksessa. Kurssi on jatkoa POLVOA12-kurssille ja ko. kurssin käyminen on harjoituskurssille osallistumisen edellytys. Kurssilla käydään läpi monimuuttujamenetelmiä (mm. lineaarinen ja logistinen regressio, pääkomponenttianalyysi ja multinomiaalinen regressio) ja sovelletaan menetelmiä opiskelijoiden omiin opinnäytetöihin tai valmiisiin survey-aineistoihin. Kurssi on luonteeltaan soveltava ja puolet kurssista toteutetaan mikroluokassa käytännön harjoituksia tehden.

Aims: 1) To describe, analyse, compare and contrast the nature of politics and policy-making in the five Nordic states of Denmark, Finland, Iceland, Norway and Sweden 2) To adopt a thematic approach to understanding politics in the region
Objectives/outcomes: 1) At the end of the course students should be able critically to review the main features of the political systems of the Nordic countries and to place Finnish practice in a wider comparative perspective. The broad focus in this final teaching period will be on legislative-executive relations and i) whether there is a distinctive Nordic parliamentarism, and ii) whether there is a Nordic model of government and iii) whether there has been a 'presidentialisation' of the executive. Topics covered will include 'How democratic are the Nordic parliaments?' The corollary of this question will be determining the evaluative criteria and reflecting on the influence of the premises of participatory democracy and deliberative democracy in the region. Referenda and citizens' initiatives. A discussion of semi-presidential government will take due note of the new constitution in Iceland and changes to the presidential office in Finland. the size, structure and partisan composition of governments; the frequency of minority governments (Denmark, Sweden and earlier Norway); 'surplus majority' governments (Finland); the shift towards 'bloc coalitions and potential alternation in government (Norway and Sweden); the persistence of across-the-blocs, 'anything goes' governments in Finland; The government at work (including informal sessions); the demise of semi-president government in Finland; what sort of president do Finns want? Towards a 'presidential' prime minister in the Scandinavian countries?
COURSE PROGRAMME
The course will be structured around four overarching themes:
- Rules, behaviour and Nordic democracy in comparative perspective: Did Lijphart get it right?
- The Scandinavian model of government: Is it just a distant memory?
- Is there a distinctive Nordic model of parliamentarism?
- Is there a ‘crisis of democracy’ in the Nordic states?
Seminar questions will include:
a) What do Nordic MPs do?
b) Can we speak of prime ministerial government in Scandinavia?
c) ‘Minority governments work best where they are most common’ How far is this true in Scandinavia?
d) ‘The institution of the presidency is simply outdated’
e) How useful is the notion of ‘policy style’?
f) Does Scandinavian government deserve its reputation for transparency?
