Accessibility and special arrangements
The term “accessibility” refers to an environment that affords everyone an equal opportunity to work or study regardless of their personal characteristics. The obligation to promote accessibility is based, among others, on the Non-Discrimination Act (1325/2014).
Tampere Universities are committed to taking accessibility into consideration in all our activities. For example, our Facilities Management staff develop the accessibility of physical facilities and our IT Services staff develop the accessibility of web content and electronic services.
If you need individualised support because of a learning difficulty, an illness or disability, you are eligible for special arrangements. Special arrangements may not undermine academic standards or the integrity of assessments. They are provided to help students, who would otherwise be put at a substantial disadvantage by their condition, achieve the expected learning outcomes. Our special arrangements policy promotes equality of opportunity by enabling reasonable adjustments to be made to help all our students undertake and demonstrate learning.
The special examination facilities of Tampere University are available to all the members of the Tampere university community.
The special arrangements policy is included in our Guidelines for the Supervision of Students.
Teachers and teacher tutors have a key role in supporting the learning of our students.
The student counsellors of degree programmes offer support for students, teachers and teacher tutors with issues concerning special arrangements. They may also consult the heads of degree programmes and the head of student counselling, if necessary.
We offer our students a range of support services that meet their individual needs.
Support offered to all students
If you have an illness or injury that you are expected to recover from in a few weeks’ time, our teachers may grant you adjustments or special arrangements on a case-by-case basis to help you overcome the limitations of your illness or injury and support your wellbeing. The teacher will decide whether you will be expected to present a medical certificate.
You may be allowed to use your own ancillary aids or the services of your own personal attendant during a course. You must agree on the use of these services with the course teacher when the course begins.
Degree students at TAMK may take a reading test if they suspect that they have a learning difficulty that affects their ability to read, write or learn foreign languages. Our teachers may also instruct you to take a reading test. Reading tests may be taken by students whose mother tongue is Finnish. If you have taken a reading test during your upper secondary studies and received a certificate that indicates your learning difficulty, you do not have to re-take the test. A range of activities that support the academic progress of our students is available, such as revision workshops and courses offered as freely elective studies.
Special needs teachers also offer “Sparris” workshops that help students improve their study skills.
Learning Support Voucher
Our degree students may apply for a Learning Support Voucher, if they have a diagnosed learning difficulty, illness or disability. If you have problems with reading or writing, you will qualify for this voucher if you have moderate or severe dyslexia. Students who request special arrangements must present a certificate issued by a doctor or other expert that indicates their learning difficulty, illness or disability and states how it affects their ability to demonstrate and undertake learning.
Learning Support Vouchers generally remain valid for one academic year. Students who are granted the voucher may receive up to 20 hours of additional support per academic year. The arrangements provided to you are recorded on the voucher, so that it also serves as a tool for allocating teaching resources.
How to apply for a Learning Support Voucher
You apply for a Learning Support Voucher by filling in an electronic form. Please print out and sign the form, enclose it with a copy of your medical certificate or other expert statement, and deliver the documents to the student counsellor of your degree programme. The counsellor will contact you when your voucher is ready to be collected.
Agree on special arrangements with teachers
When you agree on special arrangements with your teacher, you need to present your Learning Support Voucher and discuss the possible arrangements with your teacher. Please be sure to contact the teacher as early on as possible, so that there is enough time to put the necessary arrangements in place. You are responsible for providing enough information to your teacher, so that he or she is able to make an informed decision and provide you with the necessary support.
Special arrangements are tailored to the needs of the individual student and the expected learning outcomes of courses and degrees. Special arrangements may not undermine academic standards or the integrity of assessments. They are provided to help students, who would otherwise be put at a substantial disadvantage by their condition, achieve the expected learning outcomes. Our special arrangements policy promotes equality of opportunity by enabling reasonable adjustments to be made to help all our students undertake and demonstrate learning.
The types of special arrangements include, for example, extra class time, additional time for completing an exam, the possibility to split an extensive exam into smaller sections, a quiet room for sitting an exam and the possibility to verbally supplement a written exam. You may be granted special arrangements for completing an electronic exam (especially additional time), but teachers may not use the resources granted under your Learning Support Voucher for this purpose.
You are not obligated to use your Learning Support Voucher on all your courses or exam. Please use the voucher when you consider special arrangements necessary for you to complete a given course or exam.
Retain and return the Learning Support Voucher
You retain the original Learning Support Voucher and return it to the student counsellor no later than when the academic year ends. The counsellor will store a copy of your voucher (and the original voucher that you return later on) in accordance with the sensitive data handing procedures and safely dispose of the documents as stated in TAMK’s records management plan.
When special arrangements are provided, the teacher records the arrangements on the voucher, takes a copy of the voucher and delivers the copy to the relevant head of degree programme who allocates the required resources.

If you have been granted TAMK’s Learning Support Voucher, please book an appointment with the Educational Support Services of Tampere University to receive a Proposal for Special Arrangements issued by the University (link coming).
Students of Tampere University who complete courses at TAMK:
If you have a University-issued Proposal for Special Arrangements, please book an appointment with the head of learning and wellbeing support services at TAMK in order to receive a Learning Support Voucher issued by TAMK. The scope of support that may be available to you at TAMK depends on the number of credits that you will complete at TAMK (typically 2 hours of personal arrangements / 5 credits).
After you have completed the courses at TAMK, you must return the voucher to the head of learning and wellbeing support services.

The Admissions Office and the student counsellors of degree programmes are responsible for providing special arrangements for candidates sitting an entrance examination.
