Tuition fees
Tuition fees apply to students who are citizens of countries outside the European Union (EU) or the European Economic Area (EEA) or Switzerland who study in Bachelor's or Master's degrees taught in English. Fees range between 8 000 and 12 000 euros per academic year depending on the programme.
You will be exempt from tuition fees if you are a non-EU/EEA citizen but have one of the following residence permits:
- permanent residence permit card in Finland (type P)
- EU residence permit for third-country citizens with long-term residence permit card in Finland (type P-EU)
- EU Blue Card in Finland
- EU family member's residence card in Finland
- Brexit residence permit card (type SEU = Right of residence under the withdrawal agreement, or P SEU = Right of permanent residence under the withdrawal agreement)
- a residence permit on the basis of temporary protection in Finland.
In addition, a continuous residence permit card in Finland (type A), may exempt you from paying tuition fees if it is granted on grounds other than studying. However, you are required to pay tuition fees in the following cases:
- If your first residence permit in Finland was granted for the purpose of studying, you are required to pay tuition fees, even if you later obtained a continuous residence permit (type A) on other grounds.
- If you have a continuous residence permit (type A) based on family ties, and your family member originally came to Finland on a residence permit granted for studying, you are also required to pay tuition fees.
- If your continuous residence permit (type A) is granted for studying, you are required to pay tuition fees.
The exempting residence permit must be valid at the start of each semester when you enrol as attending. Please note that a residence permit in another EU/EEA country does not exempt you from the tuition fee.
There are no tuition fees in doctoral programmes.

Changes in the Universities Act concerning tuition fees and the fee-paying status
Changes to the legislation which governs Finnish Universities, the Universities Act, concerning tuition fees and the fee-paying status have come into force on 1 December 2024.
Most of the changes only affect future students. For example, application fees will be introduced for applicants who apply to Finnish Universities from 1 January 2025 onwards. Universities will be obliged to charge full cost tuition fees from fee-paying students who start their studies after 1 August 2026. The tuition fees of current students at Tampere University will not be affected by the change.
The new legislation also changes the definition of the fee-paying status and affects specifically exemptions from tuition fees. There are still some unclarities concerning the interpretation of the new legislation on current students and we are currently working to clarify the situation together with other Finnish Universtities and the Finnish Ministry for Education and Culture.
The biggest change for current students which has been confirmed concerns tuition fee exemptions. Up until now, it has been possible to become exempt from tuition fees by presenting an A type residence permit which is granted on other grounds than studies (for example work). From 1 December 2024 onwards, it is not possible to become exempt from tuition fees during studies by changing the basis of an A type residence permit if the student's first residence permit to Finland has been granted on the basis of studies.
For students who have been given an exemption based on a residence permit before 1 December 2024, the exemption will stay valid at least until the residence permit which the exemption is based on expires. What is still unclear is whether the exemption of a student who has been given an exemption before 1 December 2024 will change when their residence permit expires or changes.

The tuition fee charged for the Bachelor's and Master's degree programmes offered in English at Tampere University is either 10,000 or 12,000 euros per academic year depending on the programme. Information on the amounts of tuition fees in all programmes is available on the tuni.fi website. The tuition fee of your programme is also available in your acceptance email.
Tampere University uses the Flywire payment portal to collect tuition fees. Through Flywire you can pay the tuition fee in your own currency or in euros. The payment methods available vary by country and include at least most debit/credit cards as well as bank transfer.
