In the short run, the number of NEETs has decreased in the southeastern district of Tampere. New working methods have become available to officials and personnel of local NGOs. Moreover, the cooperation between the public and third sector has increased. The community security and social cohesion has improved in the southeastern district. In the long run, the cycle of youth marginalisation can be cut and the intergenerational marginalisation prevented.

Goal

The project addresses the hardest-to-reach youth who are not in employment, education or training (NEETs) under the age of 29 with special attention to young men aged between 25 and 29. The target group shows mental health and addictions problems, including depression and substance use, or even criminal offending, that have prolonged and remain untreated.
The aim of the project is to develop new methods for increasing the participation, activity and employability of NEETs
in Tampere. In practice, the project develops new methods to actively indentify and seek NEETs; empowers NEETs
through individual and small groups counseling by using participatory and creative methods; prevents radicalisation;
develops mentoring models, builds the effectiveness of the joint interventions in cooperation with the City of Tampere
and NGOs; and raise awareness of NEET questions.
The project is implemented by TampereMissio, Helsinki Deaconess Institute Foundation and Tampere University of
Applied Sciences in close cooperation with City of Tampere and other local actors
