The course is organized every second year. The course will be lectured in the academic year 2011-12. The course will be organized provided that at least 12 students will participate.

Principles and baselines related to teaching and learning

The course is based on active student-student-teacher interaction. Lectures and other material form a knowledge base the students can utilize in classroom discussions and in their small research report. A vital part of the course are small assignments the students will carry out either individually or in groups.

Learning outcomes

After completing the course, the student will be able to distinguish the diversity of institutional arrangements and the variety of stakeholders in the water sector. The student will be able to analyze the roles of key stakeholders and their interrelations. The student will also be able to analyze the reasons why water sector policies and management practices vary in different countries, and within a country. A vital part of the course are small assignments, where the students analyze a report/document (s), summarize main findings , and discuss those in the classroom with other students and teachers.

Institutional arrangments in the water sector in general and in a number of case countries. The role of various stakeholders and their change over time. 2. Major stakeholders of water sector  What are the roles, requirements, limitations and relationships of different stakeholders. Differences between countries and their reasons.  Deeper understanding of stakeholders in a number of case countries. 
3. Public-private and public-public partnerships  Development trends in partnerships in particular over the last two decades, but also in historical perspective. Current situation in a number of countries and experiences gained.   Major private sector players in the water sector. A number of examples of public-private and public-public partnerships. 
4. Sustainability, viability, long-term changes and lessons  Role of water in human activities and in a society. Development trends and their relation to sustainability and viability. Path-dependence and its importance in the water sector.  Sustainability and viability in water service provision 

Evaluation criteria for the course

The course grade is based on a) participation and the activity of the student during classroom discussions, b) small assignments (written summaries of selected documents/reports), and c) oral presentations of the assignments. To pass the course with the grade 3 the student has to show activity during classroom situations, the assignments have to be properly compiled and the oral presentations on standard level. To pass with the grade 4 the student has to be present in all sessions, take actively part in discussions, show competence in assignments in analyzing points specified in column ¿Complementary knowledge¿. The student may achieve grade 5 if he/she is additionally able to demonstrate good command of points specified in column ¿Special knowledge¿.

Assessment scale:

Numerical evaluation scale (1-5) will be used on the course

Completion parts must belong to the same implementation
